Electronic signature: regulations at the level of authorities and institutions

On April 7, 2020, has been published the Emergency Ordinance no. 38/2020 on the use of documents in electronic form at the level of public authorities and institutions (“OUG 38/2020” or “Ordinance”) which regulates the general framework for the use of electronic signatures and electronic documents at the level of public authorities and institutions.
